1. General Provisions
1.1. Editorial board of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] (hereinafter referred to as Editorial board) — publishes printed mass medium — the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures].
1.2. The Founder and the Publisher of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] is Federal state budgetary education institution of Higher education A.N. Kosygin Russian State University.
1.3. The Editorial board forms no legal entity and no independent economic entity. The Editorial board carries out all economic activities as a structural division of the A.N. Kosygin Russian State University (hereinafter referred to as “Founder”) attached to the Editorial and publishing unit.
1.4. The Editorial board performs its work to produce and publish the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] on the basis of professional autonomy.
1.5. The Editorial board is funded by the Founder in accordance with the Charter, the Charters, and other documents of the Founder.
1.6. The Founder shall be liable in regard to the obligations resulting from the work of the Editorial board with all its property, and it acts as plaintiff and defendant in the court, in the Arbitration court.
1.6. The Charter is adopted by the Editorial Board of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] and is approved by the Founder.
1.7. The Term of office of the Editorial board is not limited.

2. The rights and obligations of the Founder:
2.1. The Founder has the right:
- to approve the Charter of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] submitted by the Editorial Board;
– to accept amendments and additions to the Charter of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] submitted by the Editorial Board;
– to terminate or suspend the work of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] subject to the present Charter;
– to determine the language, subject matter, specialization, publication frequency and size of the journal  Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures], and its format and distribution territory;
– to change duly the distribution territory, publication frequency, size and circulation of the journal  Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures];
– to control the compliance of the Editorial Board work with legislation, the present Charter and the Founder’s other documents; to control the subject matter, scope, language, publication frequency, and size of the journal  Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures];
– to act as a publisher, distributer and property owner of the Editorial board.
2.2. The Founder is obliged:
– to comply with the provisions of the present Charter;
–​ to meet the publishing and printing deadlines of the journal Vestnik slavianskikh kul’tur[Bulletin of Slavic Cultures];
– to assist in public opinion studies, in the promotion of the journal  Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures], in organization and holding of mass events including those involving authors and readers, according to the procedures established by the Founder;
– not to intervene into professional work of the Editorial board, except as required by applicable legislation and by the present Charter.
2.3. In case of reorganization of the Founder, its rights and obligations shall be transferred to the legal successor.
2.4. The Founder can concede its rights and obligations to the third party with the consent of the Editorial board.
3. The rights and obligations of the Editorial board
3.1. The Editorial board is entitled independently:
– to plan its work as for the subject matter, specialization and direction of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] approved by the Founder, to make decisions about the content and the design of the journal;
– to implement the contract commitments with the authors in due course;
– to involve creative and technical staff who are not the members of the Editorial staff to fulfill separate jobs;
– to sign on its own the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] for publishing and printing; to correspond in due course with the authors and the readers of the Journal, to take their interests and offers into account.
3.2. The Editorial board is obliged:
– to warrant high academic, artistic and professional level of the publication content;
– to carry out the layout of the materials for print in accordance with the standards, specifications, other normative documents and contracts with publishing houses, distribution agencies and other institutions;
– to observe approved release schedules;
– to publish the Founder’s statements in full and within the indicated terms.
4. Property and financial relations of the Founder and the Editorial board
4.1. The property used by the Editorial board of the Journal is part of the property of the Founder. The decision to entitle the Editorial Board to this or other property is taken by the bodies of the Founder in accordance with their competence.
4.2. The funds needed for the production and issuing of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] are given by the Founder in accordance with estimates of editorial costs at the suggestion of the Editor-in-chief.
4.3. Profits received from the activities of the Editorial board are owned by the Founder and are used by him for the reimbursement of material costs for the production and issue of the journal, for making the obligatory payments, and for other purposes in accordance with the Charter of the Editorial Board and the documents of the Founder.
5. Management of the Editorial board
5.1. The Editorial board of the journal is managed by the governing bodies of the Founder, the Editor-in-chief, the Deputy Editor-in-chief and the Executive Editor within the competence established by the present Charter, the Founder’s Charter and other documents of the Founder.
5.2. The governing bodies of the Founder within the competence established by the Founder’s Charter and other documents make decisions on the following activity issues of the Editorial board:
- define the main directions of the Editorial Board’s activities;
- appoint and dismiss the staff of the Editorial board, sign working and other contracts with the staff;
- allocate the necessary financial and material resources for the production and issue of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures], approve the estimates of the Editorial board;
- perform other duties in accordance with the Charter of the Founder.
5.3. The governing bodies of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] are the Editor-in-chief, the Deputy Editor-in-chief, the Editorial Board.
5.4. The current activity of the Editorial board is directed by the Editor-in-chief who is elected by the majority of votes at the meeting of the Editorial Board of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures]. The Editor-in-сhief is guided by the legislation of the Russian Federation, as well as the Charter and other documents of the Founder and the present Charter. The Editor-in-chief bears the responsibility for the implementation of the requirements imposed on mass media by the legislation of Russian Federation.
5.5. The Editor-in-chief within his competence determines the overall strategy, professional structure, and the number of the Editorial Board members, appoints the editorial staff and provides the general management of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] except for the cases in the competence of the Founder’s governing bodies in accordance with the present Charter.
5.6. The Editor-in-chief has the right to build the Editorial Board and the Editorial Council of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures]. The decisions of the Editorial Board and the Editorial Council are of recommendatory nature.
5.7. Members of the Editorial Board are appointed and dismissed by the decision of the Editor-in-chief. The Editor-in-chief, the Deputy Editor-in-chief are part of the Editorial Board ex officio.
The Editorial Board is convened by the Editor-in-chief as required for the discussion of the issues connected with the production and issue of the journal Vestnik slavianskikh kul’tur[Bulletin of Slavic Cultures]. The Editor-in-chief presides over the meetings of the Editorial Board.
5.8. The agenda is determined by the Editor-in-chief. The Editorial Board members have the right to demand the inclusion of the additional questions in the agenda. This requirement may come both before and during the meeting of the Editorial Board.
5.9. The meeting of the Editorial Board shall be valid if attended by more than half of the Editorial Board members including the Editor-in-chief. Decisions are taken by a simple majority vote of the present members and are approved by the Editor-in-chief. The Editor-in-chief is not obliged to motivate the refusal of approval of the decision of the Editorial Board.
The Editorial Board is not entitled to discuss and to make decisions on the issues related in the present Charter to the competence of the governing bodies of the Founder.
6. The duties of the Editorial Board
6.1. The Editorial Board provides scholarly and organizational guidance of the journal: confirms thematic plans of the journal, analyses and makes decisions about publication or rejection of the articles that are irrelevant to the topic of the journal, considers the letters on issues related to the work of the journal, is responsible for the quality of the scholarly content and thematic guidelines of Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures].
6.2. The duties of the member of the Editorial Board who has given a written consent to work on the Editorial Board of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] include:
– participating in decision-making on the acceptance and rejection of the journal’s submissions;
– attracting the leading scholars and highly qualified specialists in the field to submit to the journal;
– recommending reviewers for essays and materials;
– conducting qualified academic expertise of the submissions;
– assisting in the distribution of the journal among research groups;
– formulating and accepting board decisions aimed at the development of the Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures].
7. Duties powers of the Editorial council
7.1. Editorial council is established by the decision of the Editorial board and consists of the members, which expressed written consent to work with the Editorial council of the Journal.
7.2. Editorial council implements scientific and organizational guidance of the journal.
7.3. Composition of the Editorial council can be determined and changed basing on the decision of its members and the joint decision of the journal`s Editorial board.
7.4. Members of the International editorial council of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures]:
– contributes to the promotion of the journal in the Russian Federation and abroad, its promotion to the ranks of the leading journals of the Russian Federation and abroad;
– works to attract the papers of the leading scientists and highly qualified specialists in their research areas to be published in the journal;
– participate in the journal`s policy development;
– take part in resolving disputes over the reviews of a paper, and, if necessary, provide a review of the papers and materials in the journal as a scientific publication;
– participates in making decisions on acceptance and rejection of papers submitted.
8. Grounds and procedure for the termination and suspension of the activities of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures].
8.1. The Journal activities may be terminated or suspended only by the decision of the Founder or the court in civil proceedings at the suit of the registry authorities of the Russian Federation.
8.2. The Founder is entitled to terminate or suspend the activities of the Journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] in the following cases:
– The Editorial board violated the legal requirements on media, professional ethics and the present Charter after the Founder’s first warning;
– The Founder lost the ability to finance the publishing of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures].
The decision about the termination or suspension of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] shall be taken by the Founder after the consultations with the regulating bodies of the Editorial board.
8.3. If the Founder violates the present Charter, the Editorial board has the right to raise the question of it before the managing bodies of the Founder.
9. The Rights to the Title
9.1. Rights to the Title of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] are reserved by the Founder. The right to the title of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] may be registered as a trademark according to the legislation of Russian Federation.
10. The consequences of the change of the Founder and Founder members
10.1. In case of the change of the Founder of the journal Vestnik slavianskikh kul’tur[Bulletin of Slavic Cultures], the journal continues its activities after its re-registration in accordance with the law.
10.2. In case of the Founder’s reorganization, its rights and obligations are fully transferred to the legal successor. In case of the liquidation of the Founder, its rights and obligations are fully transferred to the Editorial board.
11. Procedure of Approval and Changes of the Charter
11.1. The Charter of the Editorial board is adopted at the meeting of the Editorial Board of the journal Vestnik slavianskikh kul’tur [Bulletin of Slavic Cultures] and is approved by the Founder.
11.2. Alterations and amendments to the present Charter are introduced by the Founder on its own initiative or at the request of the Editorial board.
All the alterations and amendments of the Charter of the Editorial board dealing with the quality of the academic content and thematic focus of the journal Vestnik slavianskikh kul’tur[Bulletin of Slavic Cultures], shall be introduced provided that they are approved by the meeting of the Editorial Board; alterations and amendments dealing with the status of the Editorial board, its relations with the Founder and managing the Editorial board shall be introduced after the consent of the Founder.
